Employment Generation has become the buzz word of the politics in India today. Lot of questions about shortage of jobs are being raised by the common people, media and oppositions politicians. There are discussions about Jobs and Employment generations in general and Government Jobs in
Indian Parliament (Lok Sabha and Rajya Sabha) take place.
Central and State Governments are coming up with various explanation of employment generations and various schemes to generated jobs. There are many questions about Government Jobs also.
Every year, during various parliamentary sessions, there are questions raised in parliament about government jobs. Short and long discussions about employment generation and government jobs takes place.
Here, we will chronologically see what questions are raised in parliament about Government jobs and what reply has been put up by the respective Ministers of Government.
Government Jobs Reserved for Ex-Servicemen - 22/07/2022
Reservation for Ex-servicemen in respect of Central Government jobs, including Railways, is governed by the ex-servicemen (Re-employment in Central Civil Services and Posts) Rules, 1979.
These reservations are applicable to all Group ‘C’ and Group ‘D’ Central Civil Services & Posts and posts up to the level of Assistant Commandant in all Central Armed Police Forces (CAPFs).
The details of existing quota of reservation available for Ex-servicemen is as under:👇
- Reservation in Central Government Ministries (including Railways)/Departments including Central Armed Police Forces (CAPFs):
- 10% in all Direct recruitment posts up to the level of Assistant Commandant in Central Armed Police Forces (CAPFs).
- 10% in Direct recruitment posts in Group ‘C’
- 20% in Direct recruitment posts in Group ‘D’
- Reservation in Central Public Sector Undertakings -
- 14.5% in all Direct Recruitment Group ‘C’ Posts
- 24.5% in all Direct Recruitment Group ‘D’ Posts
- 100% in Defence Security Corps.

Tourism and Hospitality sector is one of the largest employments generating sector in India and has been contributing towards generation of major chunk of Foreign Exchange Earning (FEE).
Tourism sector has provided 79.86 Million direct & indirect jobs in year 2019-20 as per the 3rd Tourism Satellite Account (TSA).

Union Minister Dr Jitendra Singh says, recruitment in Central Government continued even during COVID-19 pandemic
A total of 159615 candidates (UPSC-8913, SSC-97914, IBPS-52788) were selected by
UPSC,
SSC and and the Institute of Banking Personnel Selection, popularly known as the
IBPS during 2020-21 and 2021-22 during 2020-21 and 2021-22.
UPSC, SSC a
nd IBPS conducted their examinations duly complying with all COVID-19 safety protocols.

Creation of Jobs by KVIC - 21/07/2022
The Ministry of Micro, Small & Medium Enterprises (MSME), through Khadi and Village Industries Commission (KVIC) promotes and assists Khadi and Village Industries which are engaged in production and sales of KVI products thereby generating employment opportunities for rural artisans through implementation of various schemes and programmes.
KVIC has taken many initiatives for promoting, developing and strengthening the rural traditional industries in the country and for employment generation.

Beneficiaries under Aatmanirbhar Bharat Rojgar Yojana - 21/07/2022
The Aatmanirbhar Bharat Rojgar Yojana (ABRY) has been launched with effect from 1st October, 2020 to incentivize employers for creation of new employment and restoration of loss of employment during Covid-19 pandemic.
The scheme was intended to benefit a total of 71.80 lakh members. Total registration under the scheme is 75.11 lakh. As on 13/07/2022, benefits have been provided to 59.54 lakh beneficiaries through 1.50 lakh establishments in the country.

Career Counselling by NCS Portal - 21/07/2022
Ministry of Labour & Employment (MoLE) is implementing the National Career Service Project (NCSP) to provide a variety of career related services in the country like job matching, career counselling, vocational guidance, information on skill development courses etc.
There is a network of career counsellors on the
National Career Service (NCS) Portal for providing the quality counselling services to the job seekers/candidates registered on the portal.

Criteria for Recruitment of Anganwadi Workers - 20/07/2022
As per guidelines, Anganwadi Workers under the Anganwadi Services Scheme are selected from the local village by a Committee constituted by the State Government/ UT Administration. The minimum prescribed qualification is Matriculation and age limit is 18-35 years for engagement of Anganwadi Workers (AWWs) and Anganwadi Helpers (AWHs).

Reservation for Agniveers in Paramilitary Forces - 20/07/2022
An in-principle approval has been given for reservation of 10% of vacancies for ex-Agniveers in the recruitment to the post of Constable (General Duty)/Rifleman in the
Central Armed Police Forces (CAPF) and Assam Rifles. Relaxation in upper age limit and exemption from the Physical Efficiency Test will also be given.
10% horizontal reservation is decided to be given to Ex-Agniveers for the post of Constable (GD)/ Rifleman when the first batch of Ex-Agniveers is available for recruitment after completing engagement period of four years in
Defence Forces.

Assistant to Job Seekers through NCS Portal - 18/07/2022
The information about Assistance to the job seekers given by the Minister of State for Labour & Employment, Shri Rameswar Teli in a written reply in Lok Sabha on 18/07/2022.
The minister said that the National Career Service (NCS) portal project has been implemented by the Government to provide a variety of employment related services to the job seekers.
The NCS project includes setting up of Model Career Centres (MCCs) in collaboration with States/UTs and other institutions to deliver employment related services like registration of Job seekers/employers, providing career counselling / vocational guidance, conducting job fairs, outreach activities etc.
The reply also contain list of State/UT-wise total number of job seekers registered on the portal.
